Description
Since it seems that the new recommendation is to use Bicep rather than ARM Templates, it would be nice to be able to support Bicep files.
For reference, here is the Microsoft-supplied VS Code Bicep Plugin: https://marketplace.visualstudio.com/items?itemName=ms-azuretools.vscode-bicep

Research direction
Start by locating the existing ARM Template support in the Azure tools for Java project and compare its scope with the Microsoft-supplied VS Code Bicep plugin. Determine which project surfaces should recognize Bicep files and how support can be verified; done means the agreed Bicep workflows work consistently.
