Start with GithubClient.downloadToFile at GithubClient.java:123 and its retry path in executeWithRetry, then follow AzureMcpPackageManager.getAzureMcpExecutable at line 60. Reproduce the Azure MCP initialization failure on the listed IntelliJ, Windows 11, and JDK versions. Done means the executable download and server initialization no longer fail with the SSLException bad_record_mac error.
