Start with DockerImage.java at line 57, then follow how ContainerRegistryDockerfileActionsProvider.getActions and DockerRunLineMarkerProvider.getDockerfileActions create the image. Reproduce the IntelliJ exception on the reported Windows and plugin versions, and verify Dockerfile actions no longer trigger an uncaught NullPointerException when the virtual file has no parent.
