Start with com.microsoft.azure.toolkit.intellij.common.utils.JdkUtils.java, especially getJdkLanguageLevel, and trace the call from JavaUpgradeIssuesDetectionService.java. Reproduce the IntelliJ startup check with the reported JDK version value 3.13.7 and determine why parsing reaches JavaVersion.parse. Done means the upgrade check no longer raises the reported IllegalArgumentException.
