Start with com.microsoft.azure.toolkit.intellij.common.utils.JdkUtils.java, especially getJdkLanguageLevel, and trace the call from JavaUpgradeIssuesDetectionService.java. Reproduce the IntelliJ startup check with the reported JDK version value 3.13.7 and determine why parsing reaches JavaVersion.parse.
