Start with com.microsoft.azure.toolkit.intellij.common.utils.JdkUtils.getJdkLanguageLevel, especially JdkUtils.java lines 82 and 97, and trace how JavaUpgradeIssuesDetectionService.getJavaIssues invokes it. Reproduce the check with the reported JDK version value 3.13.2, then verify that JavaUpgradeIssuesCache.refresh completes without the reported uncaught exception.
