Start in FunctionUtils.java at loadAppSettingsFromSecurityStorage (line 131), then follow WebAppConfiguration.readExternal (line 94). Check how security-storage access is reached during IntelliJ state loading and reproduce the reported startup path. Done means the stack trace no longer reports that slow operations are prohibited on the EDT.
