Cause

Start by reproducing the IntelliJ 2023.3.2 failure on Windows 11 with plugin version 3.89.0-2023.3, then trace AzureActionManager.getInstance in AzureActionManager.java and its callers in AzureContainerAppsDockerfileActionsProvider.java and DockerRunLineMarkerProvider.java. Done means identifying the initialization failure and confirming that Dockerfile actions no longer raise the reported NoClassDefFoundError.
