Description
I inquired about TypeSpec specification for the DevOps API in https://github.com/MicrosoftDocs/vsts-rest-api-specs/issues/730. This current code uses its OpenAPI specs with AutoRust, but in the future, hopefully code can be generated from TypeSpec and https://www.npmjs.com/package/@azure-tools/typespec-rust. Just creating this issue to track.

Research direction
Start by reading the linked MicrosoftDocs issue 730 and reviewing this repository’s current OpenAPI and AutoRust setup. Compare that context with the @azure-tools/typespec-rust package. The issue does not define a specific implementation or acceptance test; completion would require an agreed TypeSpec-based generation plan.
