Remember user dashboard choices

### Is your feature request related to a problem? Please describe the problem.

Not a problem per, se, but it's hard enough to find the one or two resources I need when there's ~15 different resources when each of those resources explodes into 5 children each. Remember user preferences around expand all/collapse all, the same way light/dark preference is remembered


### Describe the solution you'd like

Utilize localstorage to remember (between refreshes and launches of Aspire) whether user prefers dashboard fully expanded or collapsed, dark/light theme etc.
