### Describe the bug

Our team uses main codespaces for an easy 1 click development enviroment. Asipre has been great so far but we still get daily hicups which forces us to destroy and recreate the codespace, sometimes multiple times per day.

I'll create a separate issue for the problems we're getting. Other issue at #8244.

This one happens when during the day the vscode client that's running the codespace might have to be reloaded (Internet loss, codespace timeout, vscode update, etc), when connecting back to the codespace sometimes the Aspire processes never stopped but you don't have the debug controls available for the Aspire project.

In this case when you start the AppHost you get

The process to start the App host crashes and all the silent processes keep running. Then the only options to fix this is to hunt down all the aspire processes to kill them or destroy and create the codespace again.

We ended up having to create a command alias 'killaspire' to look up all the processes for aspire and our projects and kill them so that we don't have to recreate the codespace so often.

In this issue, no processes show on the VsCode debug call stack

You get no debug controls but you can see the processes running on the "Ports" section

### Expected Behavior

If the vscode window is reloaded, it should either:
- Ideally show the current process Debug controls if it's still running.
- Or the prior Aspire processes be terminated when we run the App Host again

### Steps To Reproduce

Left all my devcontainer config in #8244

For this issue I managed to replicate it by:

1. Running the App Host
2. Force closing the VsCode window to simulate a reload or internet loss conectivity
3. Connecting the codespace again via the VsCode client (At this point in the ports section you can see all of the running processes)
4. Running the AppHost again to see the port already in use errors.
