Configuring a service with a kusto dependency isn't trivial with aspire.

provisioning a kusto resource using the provisioning library - https://github.com/Azure/azure-sdk-for-net/issues/49031
configuring client library - https://www.nuget.org/packages/Microsoft.Azure.Kusto.Data/

Something similar to
- hosting - https://github.com/atc-net/atc-aspire/tree/main/src/Atc.Aspire.Hosting.Azure.Kusto
- and a `RunAsEmulator` method to integrate with https://learn.microsoft.com/en-us/azure/data-explorer/kusto-emulator-install
- integration - https://github.com/atc-net/atc-aspire/tree/main/src/Atc.Aspire.Azure.Kusto
