Dashboard columns: more love to Actions/Commands

### The problem and the solution I'd like.

It would be nice if the Actions column showed more icons:
- if the column is large enough, show also "Restart" and the other actions
- if the column is resized, automatically show the buttons that can fit
- would be nice to configure which commands to show/hide, particularly when having custom commands

Related - personally, I don’t find the "Type" column very useful. That space could be better utilized **to reduce clicks**. For example, if I could hide the "Type" column and allocate that width to the "Actions" column, it would save me several clicks since I frequently use "Restart" during development, and Restart is always hidden behind the "..." menu.

By the way, are they officially called "Actions" or "Resource Commands"? (ref: https://learn.microsoft.com/en-us/dotnet/aspire/fundamentals/custom-resource-commands) Both work, but aligning on a single term could simplify documentation and discussions.
