[Dashboard][Metrics] - add rate of change view

### Is your feature request related to a problem? Please describe the problem.

Metric view for instruments s.a. OTEL counter can only show either overall sum or count. These instruments are more frequently presented as rate of change (per some fixed time window) as otherwise it's hard to see what's happening.

### Describe the solution you'd like

Add an option to view any metric as rate of change + add support for customizing the time window (or somehow infer what makes sense).

E.g. what uptrace has to say:
> For Counter timeseries, backends usually compute deltas and display rate values, for example, per_min(http.server.requests) returns the number of processed requests per minute.
