### Describe the bug

While running a newly setup AppHost, .NET 9.0, I am getting the following error:

`Failed to run Aspire.RuntimeIdentifier.Tool. Exit code: 1. Output: This program is blocked by group policy. For more information, contact your system administrator`.

Running Visual Studio as Administrator does not produce this error. Not sure exactly what group policy is blocking this.

Happy to fill in with more details. All we did was create a new AppHost, and reference our projects (all .NET 9).

### Expected Behavior

Should be able to run the AppHost without being administrator.

1. Have an IT department that locks everything down
2. Create a new .NET Aspire Starter Solution
