Support of .net aspire deployment using terraform

### Is your feature request related to a problem? Please describe the problem.

We request you to please have a feature added to support infra deployment though terraform as well using the azd cli
So far .net aspire projects only support deployment through azure biceps and not through terraform

Please look into this as it should be feasible for the customers to use the IaC as their choice.

Support fot terraform as IaC for .net 8 aspire projects.
