Description
**INSTALL STEPS**
1. Clean machine: Win11 x64 23h2 ENU
2. Install Dev17.11.4 latest release build
3. Install Aspire 8.2.1 and apply feed
**REPRO STEPS**
1. Open an existing 8.2.0 aspire project
2. Build and run
3. On the daskboard, click 'Settings'
**Note**:
1. Open an exising 8.1.0 aspire project and run, dashboard version shows 8.2.1
2. If install aspire 9.0 P4, open existing 8.2.0 aspire project and run, also can repro this issue
3. This issue also repro on CLI scenario
**ACTUAL**
Dashboard version shows 8.2.0 instead of 8.2.1
**EXPECTED**
Dashboard version shows 8.2.1
