### Is your feature request related to a problem? Please describe the problem.

I have a couple of integrations which do some preparation work for containers that aren't containers themselves, but need to wait for the container runtime to be available.

The `IContainerRuntime` has an `CheckIfRunningAsync` method I could poll, but it would be nice if there was a method I could use to one shot wait for the runtime to be available.

### Describe the solution you'd like

I'd like to see some kind of `Task WaitForRuntimeToBeAvailable(CancelationToken ct)` method on `IContainerRuntime`
