`metrics` missing from CLI and Telemetry HTTP Api

Metrics seem to be missing from both `aspire otel` and the Telemetry HTTP API

### Describe the solution you'd like

I'd like to see the ability to query metrics from the http api.

### Additional context

Let's see if I can nerd snipe @mitchdenny into using hex1b into adding a real time updating graph into the CLI as an option for viewing metrics.
