### Is your feature request related to a problem? Please describe the problem.
If a migration is added/removed, the project’s compiled artifacts can become out of sync with the running process. A rebuild ensures that the next launch uses assemblies reflecting the new migration code.
### Describe the solution you'd like
After adding or removing an EF Core migration via the Aspire EF migration management integration (introduced in https://github.com/dotnet/aspire/pull/13481), the project should be rebuilt automatically so subsequent restarts run the latest compiled output.
