Aspire starter template fails on devcontainer

### Describe the bug

`aspire run` fails on clean `aspire new aspire-starter` template on devcontainer. The same works perfect in the host machine.

### Expected Behavior

Aspire should work from within devcontainers

From a devcontainer run:
