Add ability to pass build args to build process of `aspire run`

### Is your feature request related to a problem? Please describe the problem.

I'm trying to debug #13817 and so I'd love to build the project with MSBUild's BinLog enabled, but it seems relatively hard to even impossible to pass the needed msbuild command arg via aspire CLI.

### Describe the solution you'd like

There's easy opportunity to either switch on binlog or pass arbitrary args to dotnet build / dotnet run subcommands of aspire run.
