As detailed in https://github.com/dotnet/aspire/issues/13464, I had a resource (OpenAI) running in a degraded state. This meant that a dependent resource that used WaitFor would not start.
### Describe the solution you'd like
It seems that "Running (Degraded)" should still qualify as "Running" for the purposes of `WaitFor`.
