### Describe the bug

While trying to work around this: https://github.com/dotnet/aspire/issues/12965#issuecomment-3608272670

I attempted to use the old debug session functionality:

```
{
"name": "Debug - Old",
"type": "dotnet",
"request": "launch",
"projectPath": "${workspaceFolder}/AppHost/AppHost.csproj",
"serverReadyAction": {
"action": "openExternally",
"killOnServerStop": true
}
},
```

When you do this, effectively always, at least one project will hang with:

```
Waiting for resource ready to execute for 'RavenDbServer'.
Finished waiting for resource 'RavenDbServer'.
Finished waiting for resource 'RavenDb'.
Timeout of 120 seconds exceeded waiting for the IDE to start a run session; you can set the DCP_IDE_REQUEST_TIMEOUT_SECONDS environment variable to override this timeout (in seconds) {"Executable": "/migrations-rbcvrsed", "Reconciliation": 12, "error": "Put \"https://localhost:49879/run_session?api-version=2024-04-23\": context deadline exceeded"}
```

### Expected Behavior

It should startup normally.

### Steps To Reproduce

Use C# Dev Kit latest version on windows or mac. This happens consistently with a console app.

Resources:
Redis
RabbitMQ
RavenDb

The console app is waiting for all 3 to startup, and once complete then it executes but right now, it fails with the above. This didn't happen in previous versions of C# DevKit so I believe it's a new issue.

Dev Kit Version: 1.83.5

### Exceptions (if any)

Timeout of 120 seconds exceeded waiting for the IDE to start a run session; you can set the DCP_IDE_REQUEST_TIMEOUT_SECONDS environment variable to override this timeout (in seconds) {"Executable": "/migrations-rbcvrsed", "Reconciliation": 12, "error": "Put \"https://localhost:49879/run_session?api-version=2024-04-23\": context deadline exceeded"}

Research direction

Reproduce the hang in VS Code with the shown C# Dev Kit launch configuration on Windows or macOS, using an AppHost with Redis, RabbitMQ, and RavenDB resources. Start by tracing the IDE run-session request and the 120-second timeout around /run_session, then verify that the console app starts after all resources are ready without the context deadline exceeded error.
