Enable CosmosDB Emulator OpenTelemetry Integration

When running the CosmosDB as an emulator, we should enable as much obserbavility as possible, we can use OpenTelemetry as described here https://github.com/Azure/azure-cosmos-db-emulator-docker/blob/master/docs/opentelemetry.md

following the instructions in https://github.com/Azure/azure-cosmos-db-emulator-docker/blob/master/docs/opentelemetry.md and injecting additional environment-variable to set this up
