Include support OpenTelemetry automatic instrumentation with AddUvicornApp

### Is your feature request related to a problem? Please describe the problem.

Some of the Python OTel packages support automatic instrumentation. To make this work, the application need to be run differently (eg. via `opentelemetry-instrument` binary)

See the implementation in https://github.com/CommunityToolkit/Aspire/blob/main/src/CommunityToolkit.Aspire.Hosting.Python.Extensions/UvicornAppHostingExtension.cs#L53

Either the CommunityToolkit should be enhanced to provide this for AddUvicornApp or bring over the logic into AddUvicornApp
