Add OpenCLI support to Aspire CLI

I think it would be good to see the CLI tool add support for [OpenCLI](https://opencli.org/). Apparently it's something that `dotnet` is looking at (https://github.com/dotnet/command-line-api/issues/2632) as part of evolving their `--cli-schema` option

Add a new option to aspire CLI that returns OpenCLI content
