Emit OTEL_PYTHON_EXCLUDED_URLS to Python webapps to exclude WithHttpHealthCheck URL

When adding a FastAPI instrumented Python application, the tracing view becomes very noisy with the health check GET requests.

### Describe the solution you'd like

Python instrumentation has a global OTEL_PYTHON_EXCLUDED_URLS environment variable. I think Aspire should extend this when WithHttpHealthCheck is added to a web app with a HTTP endpoint.

`.WithHttpHealthCheck("/health")` adds `OTEL_PYTHON_EXCLUDED_URLS="/health"
