### Describe the bug

This bug has been reported and supposedly fixed before (#8079), but it actually still occurs constantly.

It happens when using different version of Aspire in same machine or when updatinig aspire version, or switching to a different branch with different Aspire version.

The error is a project reports 'Failed to start' without providing any output in its own console within the dashboard.

The outer app (AppHost) console reports the following error tho:

This appears to be a tooling issue.
To solve it I'd clean solution then clear the local nuget cache by executing `dotnet nuget locals all --clear` and re-run, but it doesn't always help.

### Expected Behavior

Aspire should run all projects without issues.

### Steps To Reproduce

Haven't manage to create exect repro steps, I desribed steps that contribute to that.
