VS .NET Aspire Orchestrator Support failes with Can't find program main in the .NET Aspire hosting project

### Describe the bug

In Visual Studio 2022 and 2026 when adding `.NET Aspire Orchestrator Support` the process fails with the following error:

And the resulting changes to the solution are incomplete.

This only happens when you have the following rule in the `.editorconfig` file:
```
csharp_style_prefer_top_level_statements = false:silent
```

### Expected Behavior

VS should be able to add Aspire even if the project is set to not use top level statements.

### Steps To Reproduce

1. Create an ASP.NET Core Web API project in VS
2. Add the following `.editorconfig` file:
```
root = true

[*.cs]
csharp_style_prefer_top_level_statements = false:silent
```
3. Right-click on the project and `Add` > `.NET Aspire Orchestrator Support`
