[AspireE2E] Notification in the Aspire Dashboard does not localize when switching languages in the Dashboard settings.

**INSTALL STEPS**
1. Clean machine: Win11 x64 24h2 ENU
2. Install VS 17.14.13 latest-released
3. Add dotnet9 feed for 9.5.0
5. Install latest aspire 9.5.0
`- dotnet new install Aspire.ProjectTemplates::9.5.0-preview.1.25454.2 --force`

**REPRO STEPS**
1. New > Aspire Starter App ~ redis > Aspire version: 9.5 > Create.
2. Build/Run.
3. Go to Settings > Language > select Non-English.

**ACTUAL**
Only notifications in the dashboard were not localized.
