Default App container deployment encoded secrets

### Describe the bug

When I deploy an Aspire solution using Visual Studio and Aspire, the secrets are encoded and the deployed secrets have incorrect values.

Examples of secrets with incorrect deployed values:

- "Parameters:issuersdjwtkey": "-----BEGIN EC PRIVATE KEY-----\nM
- "Parameters:postgrespassword": "Ssssfefff(cc"

The special chars get encoded or the \n cannot be deployed correctly.

Deployment target: Azure App containers

### Expected Behavior

Secrets should be deployed correctly.

Setup up a default project and deploy secrets with special characters or incorrect values.
