Research direction

Reproduce the deployment from samples\AspireShop.sln on the UpdateToASpire9.1 branch using the listed Windows, Visual Studio, Docker Desktop, and azd versions. Compare the deployed behavior with main, since the report says the regression does not reproduce there, and inspect the AspireShop Dashboard state after publishing. Done means the published workloads run successfully and the dashboard is no longer broken.
