Description

Describe the issue:
Running the command azd up fails when packaging the web, and the error message is as follows:

Repro Steps:

  1. Clone repo code.
  2. Run command azd auth login
  3. Run command azd up

Environment:

  • azd version: azd version 1.9.5 (commit cd2b7af9995d358aab33c782614f801ac1997dde)
  • OS: Windows

Expected Behavior:
azd up command can be run successfully.
