Description
Consider only supporting per-service-call ChatHistoryPersistence or real service-store chat history, and retire support for persisting chat history at the end of a run.
This will significantly simplify the ChatChatAgent, and therefore help to reduce bugs.
We will need to verify the impact on background responses though, to ensure it doesn't impact it.
