[Feature]: Add a maf-skills repo so coding harness can use it to develop agents agains MAF.

### Description

I brought this up during the MAF Office Hours and was asked to raise a issue here. I am looking for maf-skills that can be brought in to teach a coding harness how to use the agent-framework for building agents. Here is an example I shared in the meeting: https://github.com/langfuse/skills

This will be helpful when using coding harness like Github CoPilot, Codex, Claude Code etc for building agents on top of the agent framework.

FWIW I use Python but I think this will be language agnostic. Thank you.
