Description
I tried to run in normal terminal thinking any elevation would happen automatically. Instead what I got was UAC prompt after UAC prompt with very little details of what it was running. It popped up every second or two, almost making the machine unusable interactivity wise. When I got back to terminal, I see that all the commands were erroring out in red and failing, and we were probably stuck in a loop. Anyways, we probably should be checking for admin access if we require that or fixing the UAC issue.

P.S. Also it's not clear you have to clone this repo to run the command. Might want to make that explicit.

Start with the Windows Dev Config command linked in the issue and reproduce it from a normal terminal. Trace which operation triggers the repeated UAC prompts and failing commands; done means the command no longer loops through prompts and the required admin access and repository-cloning steps are clearly handled.
