Research direction

Start by reproducing the AI Dev Gallery generative samples with Windows App SDK 1.8.1 on the reported Windows Insider and Production builds. Check whether the com.microsoft.windows.ai.languagemodel limited access feature is present and record the resulting status; the issue is resolved when Phi Silica APIs work or the missing platform feature is clearly isolated.
