Describe the bug
When attempting to use Phi Silica APIs, an exception is thrown:
Limited Access Feature is not available: com.microsoft.windows.ai.languagemodel. Status: 3'
Windows Insider and Production builds appear to be missing this LAF, rendering all Phi Silica APIs useless.

- Observe generative samples do not work
