### Describe the bug

I have all these logo pngs

But the logo does not scale properly like normal win32 app does. In fact, all packaged uwp and winui3 app does not seem to scale like win32 ones.

### Steps to reproduce the bug

Open `shell:AppsFolder`, use mouse wheel to scale up the icon.
