Windows App SDK refuses to open in safe mode

### Describe the bug

When you open a WASDK App in safe mode (for example, WinUI 3 Gallery, Phone link), they won't try to load at all. The spinning cursor icon doesn't show either. Hopefully this gets fixed before the windows shell starts using WASDK.

### Steps to reproduce the bug

- Boot into safe mode
- Launch an app using the WASDK

### Expected behavior

The app should open
