Description
Is your feature request related to a problem? Please describe.
Currently, the C# and MAUI extensions forcibly set the WindowsAppSdk packaging to None, which breaks on apps that depend on packaged features.
It would be nice if WinApp extension could be used to compensate, since the Windows applications are basically just normal Packaged WinUI3 apps.
When I tried this myself, it doesn't seem like the debug option enumerates in VS code.
Describe the solution you'd like
Support for MAUI would be epic.

Research direction
Start by inspecting how the C# and MAUI extensions set WindowsAppSdk packaging to None and how the debug option is enumerated in VS Code. The work is done when WinApp support works for MAUI apps that use packaged features and the appropriate debug option appears.
