Research direction

Start with the hibernate, Windows startup, and new-terminal reproduction steps, then compare behavior of WSL and `wsl --shutdown` with Docker Desktop running. The issue provides no diagnostic logs and leaves the WSL version unchecked, so collect those details first. Done means WSL and `wsl --shutdown` no longer hang after waking from hibernate.
