Description
Windows Build Number
Microsoft Windows [Version 10.0.22000.176]
WSL Version
- WSL 2
- WSL 1
Kernel Version
5.10.43
Distro Version
Ubuntu-20.04
Other Software
ThrottleStop 9.4
Repro Steps
- Turn on WSL2 and install Ubuntu 20.04
- Install ThrottleStop 9.4
- Open the ThrottleStop application. Click the 'FIVR" button. Apply CPU Core and CPU Cache voltage settings by adjusting the Offset Voltage in the FIVR control section accordingly.
Expected Behavior
The CPU Core and CPU Cache voltage offset values are adjusted and applied according to the FIVR settings, which results in a successful CPU undervolting operation.
Actual Behavior
- The CPU Core and CPU Cache voltage offset values are unchanged and unmodified. CPU undervolting cannot be done.
- If the Virtual Machine Platform feature is disabled, ThrottleStop 9.4 voltage control feature will work again. However, Ubuntu 20.04 will refuse to boot up.
This is a critical issue for some users like myself, as my laptop CPU runs very hot without CPU undervolting, and I also need WSL2 for my work.

Research direction
Begin with the listed Windows 11, WSL2, Ubuntu 20.04, and ThrottleStop 9.4 reproduction steps; no source file or diagnostic log is provided. Compare behavior with Virtual Machine Platform enabled and disabled, and consider the issue resolved when Ubuntu boots under WSL2 while ThrottleStop can apply the CPU Core and CPU Cache voltage offsets.
