WSL2 seems not support traffic control by `tc qdisc`

Is your feature request related to a problem? Please describe.
When I run tc qdisc add dev eth0 root netem delay 200ms, there would comes error Error: Specified qdisc not found.
Noticed someone else also have the same problem.

If I'm not wrong, the reason is due to related kernel config is not set. A recommended config for this feature would be:

Start by reproducing the tc qdisc add dev eth0 root netem delay 200ms command in WSL2 and checking which kernel configuration options are enabled. Compare the configuration with the options listed in the issue and verify that traffic control with netem works after the relevant support is available.
