WSLC settings.yaml broken link https://aka.ms/wslc-settings

1. Run `wslc settings`
2. There is a link to `https://aka.ms/wslc-settings` on the second line of the file. The link opens bing.com.

I was looking for the HTTP_PROXY settings for wslc, but the link to the doc seems to be broken.

Run `wslc settings` and inspect the generated settings.yaml, especially its second line. Locate where that link is defined, replace or correct the broken destination based on the intended HTTP_PROXY documentation, then rerun the command and verify the link no longer opens bing.com.
