### Repro Steps
I simply had shutdown WSL earlier via wsl.exe --shutdown, and when I launched it back up just now via wsl.exe (or wsl.exe -d Ubuntu) all data has seemingly been wiped
### Expected Behavior
I don't lose data randomly while WSL is shutdown
### Actual Behavior
WSL seems to have lost all data and reset to a blank state
