Description

### Windows Version

Microsoft Windows [Version 10.0.22631.6491]

### WSL Version

1.2.5.0

### Are you using WSL 1 or WSL 2?

- [x] WSL 2
- [ ] WSL 1

### Kernel Version

5.15.90.1-microsoft-standard-WSL2 (Uknown version prior to loss)

### Distro Version

Unknown, lsb_release does not exist, and /etc/os-release does not state the Ubuntu version.

### Other Software

N/A

### Repro Steps

I simply had shutdown WSL earlier via wsl.exe --shutdown, and when I launched it back up just now via wsl.exe (or wsl.exe -d Ubuntu) all data has seemingly been wiped

### Expected Behavior

I don't lose data randomly while WSL is shutdown

### Actual Behavior

WSL seems to have lost all data and reset to a blank state

### Diagnostic Logs

_No response_

Research direction

No source files or tests are identified. Start by reviewing the five comments and reproducing the reported `wsl.exe --shutdown` followed by `wsl.exe` launch with the same WSL 2 context; collect diagnostic logs and establish whether data was actually erased. Done means the failure is reproduced with a narrowed cause or the report is resolved with evidence.
