Official documentation about accessing webcam and mic

There are several tutorials about rebuilding WSL kernels to support the webcam, but the steps may differ from each other, and I don't want to try them out.

Have up-to-date documentation about how to access the webcam and mic from WSL.

Enable those drivers by default would save much more user time https://github.com/microsoft/WSL/issues/8655
