### Repro Steps

Start WSL

Also another part of the issue occurs before even starting WSL

### Expected Behavior

WSL and Windows to run smoothly

### Actual Behavior

Windows and all programs become semi-unresponsive and lock up, sometimes takign over a minute to repsond to any input, becoming so bad that the only fix is to restart the pc.

Also ever since isntalling WSL2, jsut sitting at the desktop right after login the event log is filled with about 9 errors at a time with
`'Virtual Machine': Virtual machine requested unsupported Virtual PCI protocol version 0x10004 on 'Channel {4FD83312-259B-4BE2-B41B-2A263B466684}'. Error: 'Indicates two revision levels are incompatible.' (0x8007051A). (Virtual machine ID 4195AE23-4EA6-40AC-916B-6878BECBFA1D)`
Though the "Chanel" and "Virtual Machine ID" Numbers change with eahc error

These errors also are more frequent when launching WSL.

I also got a BSOD for p9rdr.sys while trying to collect logs for this issue and sent the dmp file as instructed in the guidelines

Research direction

Start by reviewing the linked WslLogs-2023-10-19_21-38-03.zip alongside the reported Event Viewer errors and p9rdr.sys BSOD. Determine whether the Windows lockups, unsupported Virtual PCI protocol messages, and crash are related, then document a reproducible cause and verified remediation.
