Description
A customer recently hit an issue on macOS where the cache server he was using was 404-ing and thus wasn't able to serve his hydration requests.
This caused very strange behavior with Finder when he tried using Quick Look to open the file; all Finder windows and the Dock seemed to be hung based on that one request from the Quick Look.
This manifested in the terminal like so:
Resource temporarily unavailable: '/Volumes/foo/bar/baz.txt'
This is a lousy experience. We should locally try this scenario and see what kind of mitigations we can do to make this a more pleasant experience.

Research direction
Start by reproducing the reported macOS scenario with a cache server that returns 404 for hydration requests. Observe the resulting Quick Look, Finder, Dock, and terminal behavior, then investigate possible local mitigations. Done means the failure mode is characterized and a concrete mitigation is identified and validated.
