Description
If the notification platform has not yet had a chance to initialize, attempts to call the notification API throw a System.Exception with an HResult of WPN_E_PLATFORM_UNAVAILABLE. We need to handle that error and either retry or give up on the notification.

Research direction
Locate the notification API calls in GVFS.Service.UI and inspect how startup timing is handled after reboot. Reproduce the WPN_E_PLATFORM_UNAVAILABLE failure, then verify that the chosen retry-or-give-up behavior prevents the service from crashing.
