Description

From https://github.com/microsoft/vscode/issues/268520

**Repo**
1. Staged a `.ts` file in VS Code using the scm view
2. In the scm view, click on the staged file to open it in an editor
3. Try using go to symbol or go to definition in the editor

**Bug**
Nothing happens

We should be able to enable syntax only features in these files, such the document outline (go to symbol)

Would be great to support `go to definition` too

Research direction

Reproduce the issue through the VS Code SCM view with a staged .ts file, then trace the staged-file editor entry point and its language-service integration. There are no files or tests named in the report; done means document outline/go to symbol works, with go to definition supported if feasible.
